Abstract:
At the policy level of low-altitude economy, China has basically formed a multi-level policy system from the central government to local governments. The content of those policies focuses on the construction of low-altitude flight support system, the development of low-altitude manufacturing, the expansion of low-altitude flight application scenarios, the improvement of low-altitude scientific and technological innovation capabilities, and support measures to the low-altitude economy. At the legal level of low-altitude economic, China has formed a regulatory system with the core of the Civil Aviation Law of China and various regulatory documents in the field of general aviation and unmanned aircraft as the main line. However, there is still a lack of specific regulations for emerging eVTOL (Electric Vertical Take-off and Landing). As the leading city for low-altitude economic development in China, Shenzhen has successively promulgated the “Several Measures of Shenzhen City to Support the High-quality Development of Low-altitude Economy” and the “Regulation of the Shenzhen Special Economic Zone on Promoting the Low Altitude Economy Industry”. The two documents together to form a highly coordinated low-altitude economic policy and regulations, which may be called as “Shenzhen Model”. In order to ensure the long-term sustainable development of the low-altitude economy, it is necessary to achieve coordination in the field of low-altitude economic policies and regulations at the policy and regulatory levels, and between the central and local levels, and to achieve internal coordination in large urban area such as Beijing-Tianjin-Hebei region, Yangtze River Delta and Guangdong-Hong Kong-Macao Greater Bay Area under the regional collaborative development model.
