Abstract:
Urban air mobility (UAM) refers to an air transportation system for passengers and cargo by vertical take-off and landing (VTOL) or short take-off and landing (STOL) aircraft and related systems and facilities in the urban low-altitude airspace. China’s UAM has a solid foundation and broad prospects for development, and its advancement needs the guarantee of legal system. The advantages and risks inherent in the UAM system provide a realistic foundation for crafting relevant legal regulations. The future-oriented legal system for UAM should adhere to the principles of inclusiveness and prudence, dynamic safety, intelligence and efficiency, and comprehensive coordination, and establish the legal system that is interconnected and mutually supportive in five respects, that is, factor guarantee, traffic management, industrial policy, market supervision and technical standards, to create a comprehensive legal regulatory framework for UAM.
