Abstract: With the rapid development and widespread application of civil unmanned aerial vehicle (UAV) technology, it is difficult for the existing laws and regulations to fully cover and effectively manage this emerging field. By reviewing the current legislative status of the regulation of civil UAVs, this paper identifies the main problems in current regulatory framework. On this basis, it puts forward specific recommendations for improving regulatory legislation, including strengthening legislative planning, formulating dedicated laws to regulate civil UAVs, enhancing technical standards, clearly defining responsibilities of all parties, and increasing legislation concerning privacy protection and data security. With these measures, we aim to establish a comprehensive and scientific legal system for regulating civil UAVs, and to provide a robust legal guarantee for the healthy and orderly development of the civil UAV industry.
