Abstract:
Compared with the traditional aviation industry, the low-altitude economy has many new features: the low-altitude flight participants are more diversified, the number of low-altitude aircraft is more unlimited, the low-altitude industrial equipment is more intelligent, the “low-altitude +” application scenarios are more diversified, and meanwhile the low-altitude safety risks are more complicated. Those features bring great challenges and problems to the low-altitude economic management. Low altitude economic management involves several aspects. Macroscopically speaking, low altitude economic management includes low altitude management and economic management, which are respectively responsible by the national aviation management authority and the national economic management department. Thereinto, low altitude management is a concept under aviation management, which is different from the low altitude airspace management and this breaks through the scope of air traffic management. Different from the general aviation management, low altitude management breaks through the scope of civil aviation industry management framework. In view of the new characteristics of low-altitude economy and the new scope of low-altitude activity management, it is urgent to study the low-altitude activity management system, which is the key to study the functions of government agencies, including the question on what are the rights and responsibilities of low-altitude activity management, and which subjects are assigned to. Due to the lack of research materials in the early stage of low-altitude economic reform and development, we can only sort out the current effective laws, regulations and rules system in the aviation field based on the theory of administrative law, combine the status quo of general aviation industry management and air traffic management operation, adhere to the implementation of the decision-making and deployment of the Central Committee of the Chinese Communist Party to develop low-altitude economy, and develop people’s good expectations towards low-altitude economy. This paper does a preliminary research and analysis of the functions of government agencies in low-altitude management.
