Abstract:
Compared with traditional aviation industry, low-altitude economy has following features: the participants of low-altitude airspace are more diversified, the number of low-altitude aircraft is unlimited, the equipment of low-altitude industry is more intelligent, the “low-altitude +” application scenarios are more various, and the low-altitude safety risks are more complicated. All of these features bring great challenges and problems to the management of low-altitude economy. Low-altitude economic management involves several aspects. Low-altitude economic management at macro-level includes low-altitude management and economic management, which are responsible by the national aviation management agencies and the national economic management department respectively. Thereinto, low-altitude management is a concept under aviation management, which is different from the low-altitude airspace management and breaks through the scope of air traffic management. Unlike general aviation management, low-altitude management is not limited to the scope of civil aviation industry management. In view of the new characteristics of low-altitude economy and the new scope of low-altitude management, it is urgent to make the study of the low-altitude management system, which takes the study of the functions of government agencies as the key, and to clarify the administrative subjects and authorities of low-altitude management. In this context, based on the basic theory of administrative law, the paper sorts out the current effective laws and regulations in the aviation field. In addition, the paper analyzes the functions of government agencies in low-altitude management by combining the status quo of the management of general aviation industry and the operation of air traffic management, and adhering to the implementation of national decisions and plans to develop low-altitude economy.
