以新质生产力赋能农业高质量发展的逻辑、难题和路径

Logic, Challenges, and Pathways of Empowering High-Quality Agricultural Development with New Quality Productivity Forces

  • 摘要: 新质生产力是由科技创新驱动生产要素实现创新性配置和产业体系实现现代化转型而催生的先进生产力质态。农业高质量发展是推进农业现代化的首要任务,发展新质生产力是推动农业高质量发展的必由之路。当前,中国农业领域仍面临农业关键核心技术自主创新能力不强、生产基本要素总体配置水平不高和农业全产业链体系转型升级深度不够等现实难题,农业新质生产力相对薄弱,农业高质量发展相对不足。为此,亟待构建农业科技创新新型举国体制,强化以新质生产力赋能农业高质量发展的技术动能;实现农业生产要素配置全面跃升,筑牢以新质生产力赋能农业高质量发展的要素支撑;推动农业产业体系深度转型升级,夯实以新质生产力赋能农业高质量发展的产业基础。

     

    Abstract: New quality productivity forces are advanced productive force states fostered by technological innovation driving the innovative allocation of production factors and the modernization transformation of the industrial system. High-quality agricultural development is the primary task for advancing agricultural modernization, and developing new-type productive forces is the inevitable path to promote high-quality agricultural development. Currently, China’s agricultural sector still faces practical challenges such as weak independent innovation capabilities in agricultural key core technologies, low overall allocation levels of basic production factors, and insufficient depth in the transformation and upgrading of the industrial chain system. The new quality productivity in agriculture is weak, resulting in inadequate high-quality agricultural development. Therefore, it is urgent to build the new system for mobilizing resources nationwide for agricultural scientific and technological innovation, strengthen the technological momentum of new-type productive forces enabling high-quality agricultural development. We should achieve comprehensive leapfrog development in agricultural production factor allocation, construet the factor support for new quality productivity enabling high-quality agricultural development, promote the in-depth transformation and upgrading of the agricultural industrial system, and consolidate the industrial foundation for new quality productivity enabling high-quality agricultural development.
