Abstract:
To explore the theoretical, historical, practical, and value logic of the "Five-Year Plan" is to theoretically address two core questions: why the Communist Party of China (CPC) formulates and implements the "Five-Year Plan", and why the CPC is able to scientifically formulate and successively implement it. In practical terms, it also entails grasping the era-specific requirements, value stance, and methodological principles that underpin the formulation and implementation of the "Five-Year Plan". The interplay of these four logics provides the "Five-Year Plan" with the ideological foundation, a historical trajectory, practical impetus, and value orientation. From the perspective of theoretical logic, the "Five-Year Plan" constitute an inheritance, development, and innovative advancement of Marxist planning theory, the planning philosophy of CPC, and the statecraft wisdom embedded in China's excellent traditional culture. Viewed historically, since the founding of the People's Republic of China more than seven decades ago under the Party's sustained leadership, the content design, modes of implementation, and guiding principles of the "Five-Year Plan" have been continually optimized in step with changing historical conditions, demonstrating an increasingly mature and well-developed pattern of governance. From the standpoint of practical logic, the orderly advancement of the "Five-Year Plan" serves as a systematic response to the practical issues, long-term challenges, and development requirements encountered in the process of Chinese modernization. Regarding value logic, the "Five-Year Plan" has consistently anchored itself in the people-centered value orientation, ensuring that planning genuinely functions as a solid safeguard for enhancing people's well-being and enabling a better life.
