Abstract: With the advent of the era of digital intelligence, the actors involved in river basin governance are becoming increasingly diversified, administrative barriers are gradually dissolving, information supply systems are operating efficiently, and the intelligent production of legal information is becoming the norm. These profound transformations have not only reshaped the fundamental pattern of river basin governance but also laid a technology-institution foundation for the deep integration of digital-intelligent technologies and collaborative legislation. This transformation of the governance paradigm simultaneously gives rise to new legal challenges: collaborative legislation for river basin space must not only overcome the collaborative dilemmas inherent in the traditional system but also effectively address the regulatory risks associated with emerging technologies. Moreover, it must prudently guard against the potential alienation of governance logic in a data-driven context. Facing the opportunities and challenges of river basin governance in the digital-intelligent era, the philosophy of collaborative legislation should adapt to the changing times. Guided by this philosophy, we can promote the deep coupling and legal innovation of digital-intelligent technologies and collaborative legislation along the paths of collaborative empowerment, intelligent decision-making, public participation, and governance enhancement. Ultimately, by harnessing the power of digital-intelligent river basin governance, we can achieve the goals of spatial coordination and high-quality development.
