政府引导基金对区域创新能力的影响研究

Impact of Government-Guided Funds on Regional Innovation Capacity

  • 摘要: 作为政府财政资金市场化运作的有益尝试,政府引导基金已成为科创产业创新发展的重要引擎。基于此,地方政府如何立足本地实际,因地制宜地运用这一政策工具提升区域创新能力,也成为一个亟待深入探讨的核心命题。研究引入资本配置效率和产业集聚水平,选取2010—2024年中国30个省级行政区的面板数据作为研究样本,借助固定效应模型分析政府引导基金与区域创新能力之间的作用关系和影响机制。研究发现政府引导基金通过优化资本配置效率与提升产业集聚水平的双重机制,有效促进区域创新能力的提升。同时,地区制度环境对政府引导基金与区域创新能力的关系具有显著正向调节作用,相较于中西部地区,东部地区依托完善的市场化机制与知识产权保护体系,政府引导基金的创新促进效应及制度调节功能均得到充分释放。

     

    Abstract: As a promising initiative in the market-oriented operation of government fiscal funds, government-guided funds have become a key driver of innovation and development in the science and technology sector. Against this backdrop, how local governments can leverage this policy tool in a manner tailored to local conditions to enhance regional innovation capacity has emerged as a core issue requiring in-depth exploration. Incorporating capital allocation efficiency and the level of industrial agglomeration, this study analyzes the relationship and impact mechanisms between government-guided funds and regional innovation capacity based on a fixed-effects model with panel data from 30 provincial-level administrative regions in China from 2010 to 2024 as the research sample. The study finds that government-guided funds effectively enhance regional innovation capacity through a dual mechanism of optimizing capital allocation efficiency and elevating industrial agglomeration levels. Moreover, the regional institutional environment exerts a significant positive moderating effect on the relationship between government-guided funds and regional innovation capacity. Compared to central and western regions, eastern regions have more fully realized both the innovation-promoting effects of government-guided funds and the moderating effects of the institutional environment, leveraging well-developed market-oriented mechanisms and intellectual property protection systems.
