媒体参与协商:一个阶梯式分析框架

Media in Deliberation: A Ladder-Based Analytical Framework

  • 摘要: 现代社会中,媒体越来越多地介入协商实践中,成为协商治理的重要参与者,但学界对此仍缺乏探讨。通过文献研究与多案例研究,系统梳理了媒体在协商中的作用,将其层次化为供给信息、协商议事、辅助传播、合作平台、组织协商五级阶梯,进一步类型化为间接参与、嵌入式参与、主导式参与三种类型,并结合媒体参与协商的实例进行了分析,揭示媒体在协商中的层级式作用与形式。这一阶梯框架既为理解和认识媒体在协商中的作用与角色提供了分析工具,也有助于为媒体更有意识地参与协商提供理论指导。

     

    Abstract: In modern society, media has increasingly intervened in deliberative practices, emerging as an important agent of deliberative governance. Yet academic exploration on this topic remains insufficient. Through literature review and multi-case inductive analysis, this study examines the roles of the media, conceptualizing them as a five-tiered ladder: information provision, discursive deliberation, dissemination facilitation, collaborative platform, and deliberation organization. These roles are further typologized into three modes: indirect, embedded, and leading participation. By analyzing empirical cases of media participation in deliberation, the study reveals the hierarchical functions and forms of media in deliberative processes. This ladder framework provides an analytical tool for understanding the roles and impact of media in deliberation, while also offering theoretical guidance for more conscious and effective media involvement in deliberative practices.
