Abstract:
To explore the theoretical logic, historical logic, practical logic, and value logic of the Five-Year Plan is to theoretically address two core questions: why the Communist Party of China formulates and implements the Five-Year Plan, and how the Communist Party of China is able to scientifically formulate and successively implement it. In practical terms, it also entails grasping the era-specific requirements, value standpoints, and methodological principles that underpin the formulation and implementation of the Five-Year Plan. The interplay of these four logics provides the Plan with its ideological foundation, historical trajectory, practical impetus, and value orientation. From the theoretical perspective, the Five-Year Plan constitute an inheritance, development, and innovation of Marxist planning theory, the planning philosophy of Chinese Communists, and the statecraft wisdom embedded within China's excellent traditional culture. Viewed historically, over more than seven decades under the Party's sustained leadership, the content design, implementation methods, and guiding principles of the Five-Year Plans have been continuously optimized alongside the times, demonstrating an increasingly mature and refined model of governance. From the standpoint of practical logic, the orderly advancement of the Five-Year Plans serves as a systematic response to the practical issues, long-term challenges, and developmental requirements encountered in the process of Chinese modernization. Regarding value logic, the plans remain firmly anchored in the people-centered principle, ensuring that they genuinely function as a solid safeguard for enhancing public well-being and realizing the people's aspiration for a better life.
