Administrative Accountability: An Effective Containment Mechanism of the Empty Administrative Responsibility

摘要: 中国行政活动中存在公民认识有误区、"公仆"与公众之间的角色定位错位及行政问责的保障机制薄弱等问题。行政问责以全方位、多层次的监督,改善政府管理,促进了责任行政的构建和政府公信力的重塑。因此,行政问责理念的正确树立、角色正确定位以及行政问责机制的构建等途径,对责任行政,有效遏制行政责任虚化能够起到促进作用。

Abstract: The administrative accountability through omni-directional, multi-level surveillance and improvement of government management has promoted the construction of a responsible administration and the remoulding of government-s accountability. In our country, there is misunderstandiing of the administration-s activities among citizens; there is also misplacement of the roles of "the public servant"and the general public; and the administrative accountability safeguard mechanism is weak. Therefore, in order to contain the empty administravite responsibility behavior, it is necessary to set up a correct concept of the government-s accountability, to clarify the role of the government, and to construct the administrative accountability mechanism.
