摘要: 古今中外,吏治与治吏从来都是治国理政的根本性问题之一。中国传统政治文化与 国际成功经验昭示:治国必重治吏,治吏就是治权,治权首在治人,治人难在治心。吏治清 明的根本在于制度,必须让权力得到有效制衡。重塑新时期中国吏治与治吏,首在把握人治 与法治、官治与民治、律治与心治关系的理路。Abstract: Official governace and official management has always been one of the fundamental issues on administering a country both in ancient times and today, b oth at home and abroad. China-s traditional political culture and successful int ernational experiences have shown clearly: official management weighs heavily in governing a country; to manage official is to manage power; personnel managemen t is of great importance in power management; managing the mind is a hard nut in personnel management. Institution plays a fundamental role in clean official go vernance, and power should be effectively checked and balanced. To comb the rela tionships between rule of man and rule of law, mangemment by official and manage ment by the commons, management under institution and management under mind is t he top priority in reshaping China-s official governance and official management in the new era.
