Abstract: WTO is a major contribution of the Free Trade Theory, but its effects of practic e in history were disappointing. The reason is that the assumption of scarcity- oriented is in conflict with the common sense. And because of this, the mainstre am economics does not explain the dilemma of WTO, such as overproduction and tra de friction.
