Two Theoretical Questions to Public Crisis Governance ——"How is the Necessity" and "How is the Possibility"

摘要: 围绕公共危机治理"何以必要"与"何以可能"这两个问题展开分析与考察,认为在伴随全球化到来的风险社会中,公共危机治理的转型不仅必要,而且可能。公共危机的特性以及传统的政府危机管理模式自身所固有的缺陷,已使得国家单中心治理模式日渐式微, 必须向现代的公共危机治理转型。与此同时,公共危机治理的利益相关者模式也为公共危机治理的转型提供了一个可操作性的行动指南,它要求在公共危机治理的过程中充分发挥各利益相关者的能动性与合作精神,实现公共危机的复合治理。Abstract: This article carries through the analysis focusing on the two question s: The necessity of the governance of public crisis and the possibility of that. The writer believes that in a risky society accompanied with globalization, the government-centered management pattern has been declined because of the charac t eristics of the public crisis, the compulsion character of traditional governmen tal pattern for crisis and the oneness character of the manager. The transformat ion from traditional governmental crisis management to modern governmental crisi s governance so as to answer the public crisis more scientifically and rationall y. The transition of public crisis governance is not only necessary but also pos sible. And the stake-holder pattern of public crisis governance provides a expl icit manipulation directory for that. That is we must bring the stake-holders' positivity into full play and realize the compound governance.
