摘要: 近来频发的安全生产事故说明,当前中国还停留在运动式治理模式上,在集中优势办大事方面具有优越性,但是常规化的日常管理则远远落后于市场经济发展的现实。治理资源的不足表现在相对和绝对两个方面,政府内部结构分割和社会发育失调都制约了公共治理资源的有效运用。要实现常规化治理,就必须进行结构改组和社会治理资源的网络化整合,这是后奥运时代对中国公共治理的挑战。

Abstract: Why can we successfully hold the 29th Olympic Games but at the same ti me many safety production accidents happen in China? This paper will discuss the Chinese governance model and its products. In fact, governance model includes t wo kinds: movement model and routinization model. The former has its advantages, such as centralizing all kinds of resources to support a certain program. But i t also has shortages, such as the lack of the governance resources and ability. As we know, modern market economy needs advanced routinnization model. So we sho uld make efforts to push the reconstruction of governance system and conformity of the social governance resources.
