On Laid-off Workers and the Combination of Lay-off with Unemployment Insurance

摘要: 下岗现象是中国经济体制改革特别是国企改革过程中出现的一种特殊形式的失业,下岗导致 下岗职工及其家庭生活水平的严重下降,并且逐渐沦为社会弱势群体。要解决这一问题,关 键在于更新理念,完善失业保险制度,实现从"下岗"到"失业"的软着陆。Abstract: The lay-off phenomenon is a special type of unemployment in the economic reform in China, which has been trapping the laid-off workers in a worse and worse si tuation .To solve the problem, the author argues that the traditional ideas must be renewed and the unemployment insurance must be perfected so as to achieve th e combination of unemployment with lay-offs.
