Abstract: Achievement assessing plays an important part in improving local government capa cities as one of management tools. But there are many conflicts and troubles, su ch as deviation between indexes design and government function, the deluge of Ph arisaism in actual assessment practice. This paper aims at providing some strate gies concerning standardization of the procedure and methods and the constitutio n of effective supervision system in local government assessment.
