Influence Mechanisms of Government Performance upon Rank Differentiation of Legitimacy Level ——Comparison Between Central Government and Local Governments

摘要: 中央政府与地方政府在政府绩效上的差异可以通过公众心理这一路径作用于政府合法性水平的层级差异。其作用机制是决策绩效与执行绩效的时空分离和公共危机管理。由于这两个作用机制,公众在心理上更容易认为中央政府绩效高于地方政府绩效,因而中央政府可以从政府绩效中获取比地方政府多的合法性资源,造成政府合法性水平层级差异的强化和扩大。

Abstract: Central government and local governments differ in government performance, which can influence the rank differentiation of government legitimacy level according to public psychology. There are two influencing mechanisms: the spatial-tempor al separation between decision performance and executive performance, m anagement of public crisis. By virtue of the two mechanisms, the public tend to think that central government performs better than local governments do. Thus ce ntral government can obtain more legitimacy from government performance than loc al governments, which may intensify and expand the rank differentiation of gover nment legitimacy level.
