摘要: 通过分析高校科研经费使用、管理和监督的现状,指出目前科研经费管理中的不科学、不规范等问题,并在深入分析问题产生原因的基础上,提出加强和改进科研经费使用和管理必须坚持的五项原则以及完善科研管理模式、强化全过程管理监督和科学核算成本等三项对策措施。

Abstract: Through analyzing the current situation concerning the use, administra tion and supervision of scientific research fund in higher education institution s, this article points out the problems in the management of scientific researc h fund, such as lack of efficiency and standardization . Based on an exploration of the underlying cause of these problems, the article puts forward three strat egies to cope with them: sticking to the five principles in the management of th e fund, perfecting the mode of management in scientific research and tightening up the supervision over the whole process of fund administration,; and making a sound assessmentof cost.
