Abstract: As a developing country, China may catch the historical chance caused by economy globalization, the rapid development of science and technology, and the rift deeply between different countries' economy, use the transplanting of productive forces, which means transplanting many influential facts to the development of productive forces such as advanced science and technology, overseas funs, advanced system arrangement and management experiences of the developed countries, excellent manpower, and so on. China can break through the traditional developing means, which usually is taken step by step from backward，ordinary to advance, in order to accomplish the leapover development in a shorter period.
