摘要: 恐怖活动者的直接目的是追求最大的威慑效应。在其所实施的恐怖活动与其根本目的之间具有似隐似现的连断性;由于其行动的隐秘性、袭击目标的非确定性,又使其行动具有了难以预见性。由于其行为违反基本的社会游戏规则,恐怖活动者又怕世人揭露其面目。恐怖活动的这些特点或特性,决定了应对的一般对策。

Abstract: The ultimate object of terrorists is to achieve the maximum overawe. There is an obscure continuity between terrorist activities and their ultimate objects. The terrorist activities are unpredictable because of their concealment and undetermined targets. These activities violate the game rules of society and terrorists are afraid to be exposed. All these characteristics and features determine the countermeasures we should take.
