Abstract: At present , whether a country or a nation can catchthe opportunity to accelerate its development or not is the key to winits initiative and superiority . The Sixteenth National Congress of the Communist Party of China, withthe scientific judgement of the historic position of China, solemnly made the inference of the strategic opportunity period of Chinainthe coming 20 years , whichis animportant strategic orientation concerningthe whole , the foundation and the future of China . Thoroughly understanding of this will help us to implement the spirit of the Sixteenth National Congress of the Communist Party of China .
