System Planning in West Development

摘要: 从制度是经济增长的基础这一新制度经济学论点出发,分析了东西部发展存在差距的原因,认为西部大开发的关键是有效的制度安排。中央和地方政府及企业应进行制度创新,包括培育竞争性的市场体系,加快基础设施建设,强化生态环境保护,调整产业结构,大力发展西部地区非国有经济,加快企业制度改革。

Abstract: This paper analyses the reasons of unbalanced development of East and West in China on the basis of new system economy, and finds out that the key factors for West development lies in its effective system planning. The central and local governments and enterprises should make innovations in system-making, including cultivating competitive market system,accelerating construction of basis facilities,strengthening environment protection,adjusting industrial structure,developing non-state-own economy in West,and accelerating enterprise system reform as well.
