Abstract:
Most governments have attached great importance to the scientific rese arch project evaluation throughout the world, which has yielded much practical t heories. To a wide extent, the evaluation is seen as an effective management str ategy by managers of both tech administration and resources analysis. Of the var ious evaluation models, peer review is widely used, suitable and effective, to g uarantee the quality of research work. On this basis, the paper introduces the s tatus and current development of peer review as an evaluation model, discusses t he rules and potential rules in the work including the points of authority and a nonymity to shed light on the making of policies concerning scientific research.
