Abstract: The universities possess technological innovation as an advantage due to the richness of technological resources and activities, but a loose manageme n t of the resources can play a role of checking the innovation. Therefore, this p ap er argues that enhancement of quality manegement must be performed to attract fu nds support and promote the completion of technologically innovative programs, w hich conforms to the requirement of universities' management and can extend the advantage of technological innovation.
