20世纪70年代以来,西方各国政府普遍面临着财政危机、管理危机和信任危机,为摆脱此种 困境,以英国政府改革为先导,世界范围内兴起了一股声势浩大的公共部门民营化改革浪潮 。进入90年代,伴随着治理理论的勃兴,民营化日渐成为公共部门治理中最为有效的工具。 文章立足于中国公用事业民营化改革的治理背景,从政府能力、市场发育和第三部门的发展 三个维度出发,对中国公用事业民营化改革的现状及其存在的问题进行深层次分析,进而 提出了推进中国公用事业民营化改革的新战略。

Abstract:
Since the 70?s of the 20th century, western governments were commonly faced wi th the crises in finance, management and credit. To get out of the dilemma, th ere emerged a huge worldwide wave of privatization of public utilities under the leadership of the UK. Since the 90?s, with the theoretical development of gov ernance, privatization has gradually become the most applicable tool for the g overnance of public sectors. Based on the governance ground of privatization of public utilities, the article makes deep analysis of the situation and problems with privatization reform in terms of governance capability, market developmen t and that of the third sector, and accordingly puts forward new strategies for propelling privatization reform in China.
