摘要: 公共危机治理主体多元化即公共危机治理主体由单一政府向政府、民间组织、企业、媒体、公民等多元化主体转变的动态化过程。公共危机治理主体的多元化,有赖于公共危机治理各主体通力协作,共同致力于预防、处理、消弭公共危机。实现公共危机治理主体多元化,必须强化各主体参与和协作治理危机的意识,提升各主体参与和协作治理危机的能力,健全公共危机治理主体多元化的外部机制。

Abstract: Diversification of public crisis governance subject refers to the dynamic change process from a single government to diversity subject including the government, non-governmental organizations, corporate, the media and citizens. Diversification of public crisis governance subject depends on various subjects of public crisis governance working together to commit to prevent and eliminate public crisis. To achieve this process, we must strengthen the sense of participation and collaborative governance; enhance the ability to participate in and collaborative governance of all subjects, and perfect the external mechanism of diversification of public crisis governance subject.
