Abstract:
The Whole of Government theory promotes the holistic governance, horizontal and longitudinal collaboration, multi-parts attendance and cooperation. The essay analyzes current problems in our environmental governance process through a typical case, such as: decentralized objectives, unreasonable organizational setup, lacking of cross-area institutions, shortage of public participation, deficiency of the cooperative relationship between government and the enterprises and social groups, as well as problems of incomplete laws and regulation systems of environmental protection. It is a new vision to solve these problems by using the whole of government theory. In the end, the thesis gives some solutions for our environmental governance according to Chinese national conditions, including enhancing the construction of cross-area agencies, uniting objectives and increasing multi-directional cooperation among departments, setting up a collaborative relationship between government and enterprises, encouraging participations from public and social organizations, increasing the utilization of modern internet and information science, and reinforcing systems of laws and regulations.
