Abstract:
This article gives an analysis on the legal issues related to the satellite collision event between the U.S.A. and Russia, including claim of compensation, space debris and outer space safety rules. The author considers that the fault liability provided by the Liability Convention shall be replaced by the absolute liability, outer space environment pollution caused by space debris shall be defined as an independent type of legal liability and outer space safety rules shall be established within the international community, making safe exploration of outer space a fundamental principle, like peaceful use, of international outer space law.
