Legal Regulation of Satellite Navigation

摘要: 卫星导航对于一国的国家安全、社会和经济发展具有重要意义,并涉及复杂的国际法问题。但由于各国之间利益和立场的差异,现行国际法中并没有专门关于卫星导航的具有法律拘束力的国际条约,这也导致卫星导航所涉的国际法问题一直得不到有效解决。目前,中国正在建设全球性的北斗卫星导航系统,并建立以其为核心的民用导航产业。但中国的相关国内立法还很不健全,与中国卫星导航技术及其应用领域的发展水平不符,亟待完善。Abstract: Satellite navigation is closely related to a country-s national security, as well as social and economic development, and involves complex international law issues. But due to the great conflict between the countries-interests and standpoints, there is no specific and legally binding international norm to regulate satellite navigation activities. This is also the main reason that such problems cannot be solved effectively. Nowadays, China is constructing the Beidou satellite navigation system, and plans to establish a civil satellite navigation industry. But the relating domestic legislation doesn-t keep pace with the development of satellite navigation technology and its application, so needs to be perfected.
