Abstract:
Through research on our country's corporatized and closed aeronautics science and research system, we find some problems, such as lack of a uniform agency responsible for management and coordination of aeronautics research, lack of independent agencies and long-run plans for aeronautics basic research, lack of sustainable and steady budget input, and closed system unfavorable for inviting civil sectors to participate in aeronautics research, etc. This has led to neglect of basic aeronautics research and lack of effective competition, which has further led to shortage of innovation in our country's aircraft industry. So we must take some measures to build an aeronautic science and research system that is dominated by government, led by planning, base-intensified, open and full of competition. These measures include building and completing managerial and executive agencies, constituting long-run plans, appropriating steady funds, intensifying basic research and breaking down closed system, etc.
