Abstract: Conflict of interests is the source of corruption. The system that prevents conflict of interests is the foundation for the anti-corruption system. During the transformation of economy and society, the efficiency of the system that prevents conflict of interests is so low, which is related to our traditional cultural situation, especially related to the central planning system. The thinking of omnipotent doctrine, the structure of the power and the structure of society provide the support for conflict of interests. Only by solving these problems can we provide a suitable situation for the system that prevents the conflict of interests.
