Research on Characteristics of Government Cross-organization Business:Based on the Survey Data from 101 Government Units

摘要: 跨部门业务约占政府业务总数的半数以上。在互联网时代,正确认识跨部门业务的特征,对于建设整体政府、服务型政府具有现实意义。在分析101个政府单位调研数据的基础上,从现实中总结出政府系统内存在两种跨部门组织关系、十五类跨部门业务结构、十六种信息流关系,对于提高对整体政府的认识和建设服务型政府有重要的指导意义。

Abstract: The cross-organization business accounts for half of the total government business approximately. In the Internet age, correct understanding of the characteristics of cross-organization business is of practical significance in constructing the wholeness of government and service-oriented government.On the basis of analysing the national survey data,this paper concludes from the reality that there exist two kinds of cross-organization organizational relations, fifteen kinds of cross-organization business structures,and sixteen kinds of information flow relations.
