核安全文化冲突及其对策研究——福岛核事故的启示

摘要: 日本福岛核事故后,政府、核电行业、公众之间核安全文化的冲突较为明显,主要体现在对核安全的认知态度、心理和行为上。结合福岛核事故的经验教训,针对当前所出现的核安全文化冲突,以社会公众安全心理为基础,分析政府、核电行业与公众对核安全的认知与态度、心理、行为的差异和分歧,重新理解核安全文化的概念,尤其注重与社会公众的沟通,通过核安全文化的制度建设、人才培养,控制核安全的社会风险,促进核安全文化的评估与实践活动。Abstract: After the Fukushima nuclear accident in Japan, cultural conflict in nuclear safety between the government, the nuclear power industry, and the public has become increasingly obvious, reflecting their differences in terms of psychological and behavioral attitude towards nuclear safety issues. Focusing on the current issues of nuclear safety cultural conflict with lessons from the Fukushima nuclear accident, this article examines the psychological and behavioral differences between the government, the nuclear industry and the public on the basis of social mentality towards public safety matters. It suggests that there should be a new understanding for nuclear safety culture with a particular emphasis on communication with the public; and that nuclear safety culture assessment and practice activities should be promoted through the establishment of a system for nuclear safety culture, personnel training, and social risk control for nuclear safety.
