Talent Recommending System for the Scientific and Technological Innovation and Industrialization Projects

摘要: 《中关村国家自主创新示范区条例》指出,支持企业、高等院校和科研院所的负责人举荐人才在示范区承担重大科技创新和产业化项目,这为创新人才的全方位发掘和多层次选拔提供了理论指导和政策支持。寻找有利于举荐创新人才的方式,将为自主创新示范区的人才聚集和产业发展提供新的动力。从举荐的内涵和历史经验发现,人才举荐制度对科技创新和产业化项目具有重要意义,但也面临缺少过程监督机制,不易与现有制度衔接等问题,提出举荐人才承担重大科技创新和产业化项目的建议。Abstract: The Ordinance of ZhongGuanCun Science Park indicated that officer of company and college and institution is supported to recommend talent as important scientific and technological innovation and industrialization projects organizer. This item has provided theoretical guidance and policy support for the comprehensive detection and multi-level selection of talent. It will enhance the talent gathering and industrial development of the Park by investigating the embodiment of scientific and technological innovation and industrialization projects and mode of talent recommendation. Talent recommending system is important to the scientific and technology innovation and industrialization projects according to the connotation and historical experience of recommendation, but it faces some problems such as lack of process supervision, difficulty in converging with existing mechanisms, etc. Suggestion of recommending talent to bear the major scientific and technological innovation and industrialization projects is raised.
