Research about Citizenization of Migrant Workers Based on Migrant Workers Citizen Treatment： Analysis Combined with the Present Situation of Migrant Workers in Shanxi Province

摘要: 长期存在的城乡二元结构严重制约了经济的持续平稳快速发展。推进城市化是转变经济发展方式、保持经济可持续发展的重要举措,而城市化的重点则是农民工市民化问题。由于历史、体制等各种因素的影响,农民工在工资待遇、劳动环境、公共服务和社会保障等方面存在严重的市民待遇缺失。从推进户籍制度改革、转变政府管理职能、填补法律法规空白和提高农民工素质等方面进行分析,提出保障农民工市民待遇是推进农民工市民化的关键,也是推进城市化和中国经济可持续发展的突破口。Abstract: In urban and rural areas the long-term dualistic structure seriously restricts steady economic development. Advancing urbanization is an important measure for changing the economic development mode and keeping economic development sustainably, and migrant workers-citizenization is the focus of urbanization. Due to historical and system reasons and the influence of various factors, there is serious lack of migrant workers citizen treatment in wages, working environment, public services and social security etc. From the reform of the household registration system, the transformation of government functions, the blank of laws and regulations and improving of the migrant workers quality, this article puts forward that ensuring migrant workers citizen treatment is the key to advancing the citizenization of migrant workers, as well as the breakthrough point to promote urbanization and the sustainable development of our country's economy.
