Abstract: In urban and rural areas the long-term dualistic structure seriously restricts steady economic development. Advancing urbanization is an important measure for changing the economic development mode and keeping economic development sustainably, and migrant workers-citizenization is the focus of urbanization. Due to historical and system reasons and the influence of various factors, there is serious lack of migrant workers citizen treatment in wages, working environment, public services and social security etc. From the reform of the household registration system, the transformation of government functions, the blank of laws and regulations and improving of the migrant workers quality, this article puts forward that ensuring migrant workers citizen treatment is the key to advancing the citizenization of migrant workers, as well as the breakthrough point to promote urbanization and the sustainable development of our country's economy.
