The Resource Optimal Allocation Mechanism Innovation of Rural Public Service Supply

摘要: 转型时期的中国农村公共服务供给不能有效满足广大农村居民的需求，需创新其制度。从资源优化配置的视阈引出农村公共服务供给的新模式，即跨乡镇行政区划构建农村公共服务体系，对农村基础设施进行优化配置和建立农村公共服务中心，其在节约成本、提高效率和规模效应等方面优势明显，并对基层政府角色和职能进行了重新定位。力求通过资源优化配置的新供给机制，弥补农村公共服务供给的不足。Abstract: Rural public service supply in China in the transition period cannot effectively meet the needs of rural populations, it needs to implement its institutional innovation. This article from the perspective of resource optimization leads to new model rural public service supply, namely: cross-administrative construction of rural public service system in villages and towns, optimally configured rural infrastructure and established the rural service centres, whose advantages are in terms of cost savings, greater efficiency and economies of scale. In addition, this article also builds appropriate institutional arrangements and relocates of the roles and functions of local government. It compensates for insufficient rural public service supply through new supply of resource optimal allocation mechanism.
