Abstract:
International rule of law requires the improvement of the quality and comprehensiveness of international lawmaking, the perfection of compliance with international law and the construction of international dispute settlement mechanism. The international rule of law in outer space is facing the problems of legal hysteresis quality, relying on soft law and fragmentation of law, the dependence on the willingness of the states in law compliance, and the absence of effective dispute settlement mechanism. An ideal international rule of law in outer space depends on the revision of the five outer space treaties, further development of soft law, the improvement of law enforcement, and the establishment of special dispute settlement system.
