Abstract: Civil aircraft accident investigation report is of great importance in indentifying accident related facts. It is necessary to explore its evidence property. As an empirical study, the article first analyzes the characteristics of investigation report, and then compares it with documentary evidence and other types of legal evidence. Lastly, the article proposes and demonstrates that the investigation report approved by the administrative body is proof of facts without evidence, and its effectiveness needs to be dialectically analyzed and applied.
