论国际航空运输管理体制发展历程及基本走向

Development of International Air Transport Management System and It's Basic Trend

  • 摘要: 国际航空运输管理体制是国家间通过签订航空运输协定,规范它们之间国际航空运输活动所形成的结构和组成方式。在第一次世界大战前,国际航空运输管理体制单边主义盛行;第一次世界大战结束到20世纪70年代末,多边主义和双边主义并存是国际航空运输管理体制的主要表现形式;从20世纪70年代末开始,国际航空运输管理体制呈现出区域化和全球化的倾向。通过对双边管理体制和多边管理体制的利弊分析,预测在未来较长时期内,二者并存依然是国际航空运输管理体制发展的基本走向。

     

    Abstract: International air management system is structural rules forthe standardization of international air transport activities by the air transport agreements signed by different countries. Before the First World War,the unilateralism of international air transport management system prevailed. From the First World War to the end of the 1970s, multilateralism became the main mode. From the end of 1970s, the international air transport management system showed a tendency of regionalization and globalization. Through the analysis of the advantages and disadvantages of bilateral and multilateral management system, the paper predicts that the coexistence of the bilateral and multilateral systems remains the basic trend of international air transport management system.
