村干部能力建设问题研究——以天津市西区为例

Study on the Construction of the Real Ability of Village Cadres: Take Xi District of Tianjin for Example

  • 摘要: 村干部身处农村基层一线,是中国共产党和国家路线、方针、政策在农村的最终贯彻者和执行者.在全面加快社会主义新农村建设的大背景下,村干部的素质高低、能力强弱,直接影响着中国共产党政策的实施,直接关系着农村的繁荣稳定和农民群众的切身利益.以天津市西区为例,发现农村改革发展的新任务对村干部推动科学发展、维护农村稳定、转变领导方式、推进民主政治等方面有很多新要求,在分析存在问题的基础上,从完善选拔任用、教育培养、民主管理、考核监督和激励保障等五个方面提出了意见和建议,力求构建起一套科学的、完善的、符合现代人力资源管理规律的、切合村干部队伍实际的能力建设机制.

     

    Abstract: Village cadres are at the first line of village construction. They are the performers of various policies, plans and routines of the Chinese Communist Party and Chinese government. To construct a new socialist countryside, it is crucial to improve the ability of the village cadres on which the execution of the policies and profit of Chinese people in the rural areas are based. According to new task of rural reform and development, the article puts forward new requirements for the rural cadres in terms of promoting scientific development, maintaining rural stability; converting leading method and improving democracy. With the existing problems found in Xi District, the article suggests more attention be paid on the selection and appointment of the cadres, their education and training with more complete democratic management, evaluation and stimulation so as to create a scientific and complete system in accordance with the modern Human Resource management law and real ability of village cadres.
