欧洲学分转换系统及其对“北京学院”的启示

European Credit Transfer System and Its Enlightenments for "Beijing School"

  • 摘要: 2013年12月,首个"北京学院"落户北航。"北京学院"依托专业学科和师资条件接收北京地区高校学生长期访学或参加辅修专业学习。在此过程中,学分作为测量学生学习量的工具和手段,其转换和认定对学生自由流动以及高校间资源共享尤为重要。在这个方面,欧洲学分转换系统提供了借鉴。它主要由信息包、学习协议和成绩单等三个关键性文件以及相应的保障机制构成,其运行特点表现为:组织机构的完备性、法律文件的规范性、各机构间的透明性、学分转换的灵活性、系统质量的保障性。这些对于"北京学院"具有重要意义。因此,"北京学院"的运作与学分认定需要完备的组织机构、相关法律规范的保障、科学的转换机制和标准、信息化的服务支持和质量保障体系等。

     

    Abstract: The first "Beijing School" was established in Beihang University in December 2013. Students from other universities in Beijing can be accepted to long visiting study or minor study by relying on the professional discipline and teaching conditions in Beihang University. Credit transfer and recognition are very important for students transfer and resources sharing because credits are tools and instruments to measure learning quantity. In this respect, we should learn from European Credit Transfer System. It contains three key documents which are information packets, learning agreements and achievements, and also contains relevant supporting measures. Its outstanding characteristics can be summarized as a complete organization, normative law, transparency among institutions, flexible credit transfer, quality guarantee measures. All of this is of great significance for the "Beijing school". The paper offers proposals to the credit recognition of "Beijing School":perfecting organization, strengthening policy and legislation, formulating scientific and standard transformation mechanism, setting up information service support system and establishing effective quality assurance system.
