碳中和、经济增长及对能源效率影响效应研究

Carbon Neutrality, Economic Growth and the Impact on Energy Efficiency

  • 摘要: 粗放型的经济增长方式已经逐渐失去了后续的发展空间,制定碳中和行动方案,提高能源效率,转变经济增长方式势在必行。从碳中和对经济增长的贡献率角度出发,采用数据包络分析(DEA)方法,分别检测影响能源效率的各个因素,并分析能源禀赋、制度差异、对外开放水平、经济密度、区位因素、资本因素、产业结构与能源效率的相关性。研究发现,能源禀赋、制度差异与能源效率呈负相关关系,经济密度、区位因素、对外开放水平、资本因素与能源效率呈弱正相关和正相关关系,产业结构与能源效率呈强正相关关系。产业结构能够有效降低能源强度,提高能源效率,而技术效应是提高能源效率的关键,辅之以提高经济密度、淡化行政干预、扩大对外开放水平等不同策略能更好地提升能源效率,促进碳中和目标的实现。因此,能源丰富的地区更应该强调集约型经济增长模式,而经济发达地区和拥有优势地理区位的地区则更有经济能力采用节能技术来提高能源利用率。

     

    Abstract: The extensive mode of economic growth has gradually lost the room for further development. It is imperative to formulate an action plan for carbon neutrality to improve energy efficiency and change the mode of economic growth. Based on the contribution rate of carbon neutrality to economic growth, the paper uses the Data Envelopment Analysis (DEA) method to test the various factors that affect energy efficiency, and analyze the correlation between the factors of energy endowment, institutional difference, opening-up level, economic density, location factor, capital factor, industrial structure, and energy efficiency. It is found that energy endowment and institutional differences are negatively correlated with energy efficiency, while economic density, location factor, opening-up level and capital factor are weakly and positively correlated with energy efficiency, and industrial structure is strongly and positively correlated with energy efficiency. Industrial structure can effectively reduce energy intensity and improve energy efficiency, and technology effect is the key to improve energy efficiency. In addition, different strategies such as increasing economic density, weakening administrative intervention and expanding the level of opening-up can better improve energy efficiency and promote the realization of the goal of carbon neutrality. Therefore, it is necessary to emphasize the intensive economic growth model in the energy-rich areas, while in the economically developed areas and areas with advantageous geographical locations, it is essential to economically adopt energy-saving technologies to improve energy efficiency.
