Abstract:
At present, the governance of LEO satellite constellations is faced with the problems of orbital frequency resources, satellite collision risk, radioactive pollution and so on. States are still making steady progress in deploying LEO satellite constellations in low earth orbit. In addition, the current construction of LEO satellite constellations is lack of orderly supervision, and there is no consensus on the governance of LEO satellite constellations. It is urgent to coordinate and improve the governance of outer space of LEO satellite constellations. Therefore, by summarizing the shortcomings of the outer space governance rules of LEO satellite constellations, it analyzes the domestic governance environment of China, the European Union and the United States from the perspective of governance policies and legislative trends, and puts forward suggestions for the improvement of international governance and the concept of coordinated governance. Clarifying the background and tone of peaceful development in outer space, emphasizing the development of a community with a shared future in space, making rational use of the existing platforms of the United Nations, actively improving the existing rules, and relying on the existing cooperation mechanisms of space countries, in order to be beneficial to the improvement of outer space governance and relevant governance rules of LEO satellite constellations.
