Abstract: The “Star link” collision avoidance incident highlights the risk of collision of space objects, and the issue of legislation of space traffic management has once again attracted the attention of the international community. The pace of human exploration and use of space activities is accelerating, and the demand for legal system of space traffic management is increasing day by day. At present, although there are some international conventions or international soft laws that provide legal principles for the legislation of space traffic management, there is still a lack of special treaties to regulate space traffic management. As for the domestic legal system of space traffic management, the United States tries to grasp the international rule-making power of space traffic management by formulating domestic rules first. China has a long way to go in the legislation of space traffic management, and should strengthen bilateral cooperation and coordination, learn from the rules of high seas traffic, improve the legal policies related to China's space traffic management, and contribute to the rule of law for China’s transformation from a space power to a space power.
