Abstract: The obstacles of civil aviation legal cooperation in Guangdong, Hong Kong and Macao are mainly due to differences and legal conflicts in legislation, industry supervision and so on. Combined with the highly internationalized characteristics of civil aviation, and based on the investigation of the existing model samples of interregional legal cooperation, we can eliminate the gap between jurisdictions and legal systems based on the commonality of legal culture and the consensus on aviation safety in the three places, turn the institutional differences of “one country, two systems and three jurisdictions” in Greater Bay Area into development advantages, and explore the basis for establishing civil aviation legal cooperation in Greater Bay Area. This paper attempts to put forward the path idea of promoting the legal cooperation of civil aviation in Guangdong, Hong Kong and Macao from the aspects of building a diversified legislative model of legal cooperation of civil aviation in Greater Bay Area, building a regional coordination mechanism and building a legal consortium of civil aviation.
