Abstract: Basic units are the foundation for the safety and stability of colleges and universities, and the index system is a guide for the scientific and standardized safety construction of basic units. Based on the analytic hierarchy process, by establishing a hierarchical structure model of the index system, expert scoring, constructing a judgment matrix, hierarchical single sorting and consistency testing, hierarchical total sorting and consistency testing, the weights of various indicators in the criterion layers and indicator layers were determined. An operable method for refining and quantifying the final level indicators was proposed, thus constructing a index system for the safety construction for basic units in Colleges and Universities. Good results have been achieved in the application of safety construction in the secondary departments in multiple colleges and universities in Beijing.
