“人工智能+”赋能新质生产力发展内在机理与路径探索

“Artificial Intelligence +” Empowers the Development of New Quality Productive ForcesIntrinsic Mechanism and Exploring the Pathways

  • 摘要: 2024年全国两会期间,“人工智能+”首次被写入《政府工作报告》,“人工智能+”将成为新一轮科技革命和产业变革的强力引擎,是加快形成新质生产力的有力抓手和重要着力点。“人工智能+”通过提升生产效率、降低生产成本、创造新的价值,促进新质生产力的形成和发展;推动传统产业转型升级、激发新兴产业和未来产业发展活力,加快建设现代化产业体系;赋能国民经济各领域智能化、数字化、绿色化,助力经济高质量发展。然而,中国在利用“人工智能+”赋能新质生产力的过程中还面临着一些风险和挑战。为此,需通过加强“人工智能+”顶层设计,强化其核心引擎与引领作用,增强数据、算力、算法三大要素的赋能效应等方式,加快建立“人工智能+”研发体系、产业体系和政策体系,在较为完善的制度框架下充分发挥“人工智能+”对新质生产力发展的赋能作用。

     

    Abstract: During the 2024 National People’s Congress and Chinese People’s Political Consultative Conference, “artificial intelligence +” was included in the government work report for the first time. “Artificial intelligence +” will become a powerful engine for a new round of technological revolution and industrial transformation, and a powerful lever and important focus to accelerate the formation of new quality productive forces. “Artificial intelligence +” can promote the formation and development of new quality productive forces by improving production efficiency, reducing production costs, and creating new value; it can promote the transformation and upgrading of traditional industries, stimulate the vitality of emerging and future industries, and accelerate the construction of a modern industrial system; it can empower various fields of the national economy to become intelligent, digital, and green, and help promote high quality economic development. However, China still faces some risks and challenges in using “artificial intelligence+” to empower the development of new quality productive forces. For example, suffering from complex economic situations and environmental impacts both domestically and internationally; some key core technology areas have prominent “bottleneck” risks; the “smart divide” of unbalanced regional economic development; lack of strong supporting policies for “artificial intelligence +” etc. Therefore, it is necessary to strengthen the top level design of “artificial intelligence +”, strengthen the core engine and leading role of “artificial intelligence +”, enhance the empowering effects of data, computing power and algorithms, so as to accelerate the establishment of “artificial intelligence +” research and development system, industrial system and policy system, and fully leverage the empowering role of “artificial intelligence +” in the development of new quality productive forces under a relatively complete institutional framework.
