基于模糊层次分析法的军队专业技术人才考评

An Application of Fuzzy Analytic Hierarchy Process for  Talent Evaluation on Military Technical Professionals

  • 摘要: 军队专业技术人才考评可以为军队专业技术人才选拔任用、培养教育和奖励惩处提供科学依据,是军队专业技术人才队伍建设的重要内容。文章从德、能、勤、绩、体5个方面设计了军队专业技术人才考评指标体系;考虑专家判断的模糊性和一致性检验要求,采用基于三角模糊数期望值的模糊层次分析法确定了指标权重系数;针对考评人员评价的模糊性,确定了模糊综合评价模型;并通过在某单位科技干部考评活动中的应用实例分析证明,所建立的军队专业技术人才考评模型全面、合理、有效,具有一定的借鉴价值。

     

    Abstract: Playing an important role in talent cultivation, the talent evaluation system on military technical professionals provides a scientific basis for pers onnel employment, training and management. This paper frames an index system for talent evaluation, which consists of five aspects including moral character, te chnical ability, working efficiency, occupational performance, and physical qual ity. It takes into account the fuzziness of expert judgment and consistency chec king requirements, adopts fuzzy AHP method based on the expected value of triang ular fuzzy number to determine the index weight coefficient, and establishes a c omprehensive fuzzy evaluation model according to the fuzziness of expert assessment. Finally, a true case of technical cadres evaluation activity is given to illustrate that the established model for talent evaluation on military technical professionals is comprehensive, reasonable and effective, thus it can be used fo r reference in some cases.
