The Inherent Limitation of Unemployment Insurance & the Construction of Employment Security System

  • 摘要: 失业本质上是伴随经济运行与调整的必然现象,意味着劳动力需要顺利地完成就业与失业状态之间的自由转换,从而实现劳动力资源的优化配置。现有失业保险机制存在固有的缺陷 ,属于一种被动的政策,而非积极的政府行为。就业保障是失业治理在根本思路上的转变, 公平与效率应当是基本立足点。在当前形势下,推行积极的就业保障应当成为中国劳动就业政策的首要目标。

     

    Abstract: Unemployment is essentially associated with the adjustment of economic operation ; it means that labor needs to go through d smooth and free conversion from empl oyment to unemployment, so as to achieve the optimal allocation of labor resourc es. Therefore, the existing unemployment insurance system has inherent shortcomi ngs; the policy is a passive, rather than active government action. Employment s ecurity should be fundamental ideas on governance changes, fairness and efficien cy should be the basic starting point. In the current situation, the implementat ion of proactive employment security should become the primary objective of the employment policy.
